The Story
It was introduced on February 23, 2011 and referred to the Senate Internal Affairs committee. The committee held a public hearing on March 22, 2011. The committee recommended that the Senate send it back to committee. On March 30, 2011 the Senate rejected a motion to send it back to committee on a voice vote. On March 30, 2011 the Senate adopted “Suspend Rule 3-7 to Allow Non-Germane Amendment 1223s, 2/3 necessary” on a voice vote, on a motion by Sen. Forsythe. A floor amendment (2011-1223s), offered by Sen. Forsythe, was adopted on a voice vote on March 30, 2011, changing the text of the bill. On March 30, 2011 the Senate voted to pass it with changes on a roll call 18–6 and ordered it to a third reading. It crossed to the House on March 31, 2011 and was referred to the House Education committee. The committee held a public hearing on April 28, 2011. The committee met in executive session on May 10, 2011 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1895h), and the minority recommended that the House kill it, by a vote of 13–4. The report was placed on the regular calendar. The committee's amendment (1895h) was adopted on a voice vote on May 18, 2011, changing the text of the bill. On May 18, 2011 the House voted to pass it with changes on a roll call 253–105. On June 8, 2011 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Stiles. On June 8, 2011 the House adopted “House Accedes to Senate Request for C of C (Rep Balboni)” on a voice vote. A committee of conference met on June 13, 2011 and June 14, 2011 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2461c) on a voice vote. The Senate adopted the conference report (2461c) on a roll call 18–6. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 267. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
