The Story
It was introduced on February 23, 2011 and referred to the Senate Transportation committee. The committee held a public hearing on March 10, 2011. The committee recommended that the Senate pass it. On March 16, 2011 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 23, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Public Works and Highways committee. The committee held a public hearing on April 26, 2011. The committee voted 13–2 to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 4, 2011. On May 4, 2011 the House failed “Lay on the Table (Rep Tamburello)” on a roll call 150–163. On May 4, 2011 the House voted to pass it on a roll call 201–111. On May 4, 2011 the House failed “Reconsideration (Rep Chandler)” on a voice vote. The bill was enrolled on May 11, 2011 — the final check of the text before it goes to the governor. The governor signed it on June 8, 2011, making it Chapter 148 of the session laws.
