The Story

It was introduced on February 3, 2011 and referred to the Senate Commerce committee. The committee held a public hearing on March 11, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-0807s). On March 16, 2011 the Senate adopted “that the Senate Rules be Suspended in order to allow SB 156 to be reported out of Commerce Committee as the committee acted after the Senate Deadline, 2/3 necessary” on a voice vote, on a motion by Sen. Bradley. The committee's amendment (0807s) was adopted on a voice vote on March 16, 2011, changing the text of the bill. On March 16, 2011 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2011-1220s). The committee's amendment (1220s) was adopted on a voice vote on March 30, 2011, changing the text of the bill. On March 30, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 31, 2011 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 19, 2011. The committee met in executive session on April 21, 2011 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1534h), and the minority recommended that the House kill it, by a vote of 14–4. The report was placed on the regular calendar. On April 27, 2011 the House failed “Special Order to End of Regular Calendar (Rep Baldasaro)” on a division vote 102–242. The committee's amendment (1534h) was adopted on a voice vote on April 27, 2011, changing the text of the bill. A floor amendment (2011-1609h) was rejected on a roll call 130–218 on April 27, 2011. On April 27, 2011 the House failed “Lay on the Table (Rep Steven Smith)” on a roll call 97–249. On April 27, 2011 the House voted to pass it with changes on a roll call 176–166. On April 27, 2011 the House failed “Reconsideration (Rep Bettencourt)” on a roll call 131–211. On May 25, 2011 the Senate adopted “Sen. Prescott Concurs with House Amendment #1534h” on a voice vote. An enrolled bill amendment (2011-2276e) was adopted on June 1, 2011. These correct technical errors found after passage. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2276e) was adopted to correct technical errors found after passage. The governor signed it on June 15, 2011, making it Chapter 198 of the session laws.
