The Story

It was introduced on February 3, 2011 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 17, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-0788s). The committee's amendment (0788s) was adopted on a voice vote on March 16, 2011, changing the text of the bill. On March 16, 2011 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2011-1210s). The committee's amendment (1210s) was adopted on a voice vote on March 30, 2011, changing the text of the bill. On March 30, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 31, 2011 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on April 12, 2011. The committee held a work session on April 19, 2011. The committee met in executive session on April 26, 2011 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it with changes (amendment 1578h), and the report was placed on the regular calendar. The committee's amendment (1578h) was adopted on a voice vote on May 4, 2011, changing the text of the bill. On May 4, 2011 the House voted to pass it with changes on a voice vote. On May 4, 2011 the bill was referred to the Finance committee. The committee held a public hearing on May 11, 2011. The committee met in executive session on May 17, 2011 and May 24, 2011. The majority recommended that the House pass it with changes (amendment 2006h), and the minority recommended that the House kill it, by a vote of 20–6. The report was placed on the regular calendar. The committee's amendment (2006h) was adopted on a division vote 248–109 on June 1, 2011, changing the text of the bill. On June 1, 2011 the House voted to pass it with changes on a voice vote. On June 8, 2011 the Senate adopted “Sen. Bradley Concurs with House Amendment #1578h, 2006h, NT” on a roll call 14–9. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor. The governor vetoed it on July 6, 2011. The legislature can override a veto with a two-thirds vote in both chambers. On September 7, 2011 the Senate voted 15–9 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
