It was introduced on January 5, 2011 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on January 11, 2011. It crossed to the House on January 26, 2011 and was referred to the House Municipal and County Government committee. The committee held a public hearing on February 17, 2011. The committee met in executive session on March 3, 2011 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 30, 2011 the House voted to pass it on a voice vote. The bill was enrolled on April 13, 2011 — the final check of the text before it goes to the governor. The governor signed it on April 25, 2011, making it Chapter 19 of the session laws.
