The majority recommended that the House pass it with changes (amendment 1606h), and the minority recommended that the House kill it, by a vote of 13–5. The report was placed on the regular calendar. The committee's amendment (1606h) was rejected on a voice vote on May 4, 2011. On May 4, 2011 the House took up 4 floor amendments. It adopted 2011-1712h (256–104), and rejected 2011-1733h (94–262), 2011-1736h (95–259) and 2011-1739h (97–251). On May 4, 2011 the House voted to pass it with changes on a roll call 243–111. Barnes Concurs with House Amendment #1712h” on a roll call 14–9. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor. The governor vetoed it on June 27, 2011. The legislature can override a veto with a two-thirds vote in both chambers. On September 7, 2011 the Senate voted 7–17 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
