The Story
It was introduced on January 19, 2011 and referred to the Senate Ways and Means committee. The committee held a public hearing on March 7, 2011. The committee recommended that the Senate pass it. On March 16, 2011 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. A floor amendment (2011-1158s), offered by Sen. Morse, was adopted on a voice vote on March 23, 2011, changing the text of the bill. On March 23, 2011 the Senate voted to pass it with changes on a roll call 24–0 and ordered it to a third reading. It crossed to the House and was referred to the House Ways and Means committee. The committee held a public hearing on April 5, 2011. The committee held work sessions on April 28, 2011 and May 2, 2011. The committee met in executive session on May 10, 2011 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1717h), and the minority recommended that the House kill it, by a vote of 16–5. The report was placed on the regular calendar. The committee's amendment (1717h) was adopted on a voice vote on May 18, 2011, changing the text of the bill. On May 18, 2011 the House voted to pass it with changes on a roll call 340–9. On June 1, 2011 the Senate adopted “Sen. Odell Concurs with House Amendment #1717h, NT” on a voice vote. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 207. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
