The Story

It was introduced on January 19, 2011 and referred to the Senate Education committee. The committee held a public hearing on February 15, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-0714s). The committee's amendment (0714s) was adopted on a voice vote on March 16, 2011, changing the text of the bill. On March 16, 2011 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Stiles. On March 30, 2011 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Stiles. A floor amendment (2011-1270s), offered by Sen. Stiles, was adopted on a voice vote on March 30, 2011, changing the text of the bill. On March 30, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 31, 2011 and was referred to the House Education committee. The committee held a public hearing on April 14, 2011. The committee met in executive session on May 10, 2011 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1819h), and the minority recommended that the House pass it with changes (amendment 1843h), by a vote of 15–2. The report was placed on the regular calendar. On May 18, 2011 the House adopted “Recommit (Rep Balboni)” on a voice vote. The committee met in executive session on May 24, 2011 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 2051h), and the report was placed on the consent calendar. The committee's amendment (2051h) was adopted on a voice vote on June 1, 2011, changing the text of the bill. On June 1, 2011 the House voted to pass it with changes on a voice vote. On June 8, 2011 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Stiles. On June 8, 2011 the House adopted “House Accedes to Senate Request for C of C (Rep Balboni)” on a voice vote. A committee of conference met on June 14, 2011 to try to settle the differences between the two chambers' versions of the bill.
