The Story
It was introduced on January 5, 2011 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on January 11, 2011. The committee recommended that the Senate pass it. On January 19, 2011 the Senate voted to pass it on a roll call 19–5 and ordered it to a third reading. It crossed to the House on January 20, 2011 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on February 1, 2011. The committee met in executive session on February 8, 2011 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 13–4. The report was placed on the regular calendar. On February 15, 2011 the House adopted “Special Order to Feb 16”. On February 16, 2011 the House voted to pass it on a roll call 282–70. The bill was enrolled on February 16, 2011 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 3. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
