- Term: 2011-2012
- House committee: Municipal and County Government
- Senate committee: Public and Municipal Affairs
- Subject: Municipalities

The Story
It was introduced on January 5, 2011 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 18, 2011. The committee met in executive session on January 18, 2011 to vote on its recommendation. The committee voted unanimously, 12–0, to recommend that the House pass it with changes (amendment 0021h), and the report was placed on the consent calendar. The committee's amendment (0021h) was adopted on a voice vote on January 26, 2011, changing the text of the bill. On January 26, 2011 the House voted to pass it with changes on a voice vote. It crossed to the Senate and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on February 1, 2011. On February 3, 2011 the Senate adopted “suspend rules to dispense with notice of committee report in Senate Calendar on HB77” on a voice vote, on a motion by Sen. Bradley. The committee recommended that the Senate pass it. On February 3, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on February 3, 2011 — the final check of the text before it goes to the governor. The governor signed it on February 4, 2011, making it Chapter 1 of the session laws.
