The Story

On February 23, 2011 the House adopted “Late Drafting and Introduction Approved by House Feb 15, 2011” on a voice vote. It was introduced on February 23, 2011 and referred to the House Special Committee on Education Funding Reform committee. The committee held public hearings on March 4, 2011 and March 9, 2011. The committee voted unanimously, 14–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 15, 2011 the House voted to pass it on a voice vote. It crossed to the Senate on March 23, 2011 and was referred to the Senate Education committee. The committee held a public hearing on April 12, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1607s). On May 4, 2011 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Kelly. On June 1, 2011 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Stiles. The committee's amendment (1607s) was rejected on a voice vote on June 1, 2011. A floor amendment (2011-2227s), offered by Sen. Stiles, was adopted on a voice vote on June 1, 2011, changing the text of the bill. On June 1, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 8, 2011 the House adopted “House Concurs with Senate AM 2227s (Rep L.Ober)” on a voice vote. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor. The governor signed it on June 27, 2011, making it Chapter 211 of the session laws.
