The Story
It was introduced on January 6, 2011 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 14, 2011. The committee met in executive session on February 16, 2011 to vote on its recommendation. The committee voted 14–3 to recommend that the House pass it, and the report was placed on the regular calendar. On February 23, 2011 the House voted to pass it on a voice vote. On February 23, 2011 the bill was referred to the Finance committee. The committee held a work session on March 9, 2011. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the regular calendar. On March 30, 2011 the House voted to pass it on a voice vote. It crossed to the Senate on March 30, 2011 and was referred to the Senate Finance committee. The committee held a public hearing on April 28, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1668s). On May 4, 2011 the Senate adopted “Recommit to Finance” on a voice vote, on a motion by Sen. Morse. The committee recommended that the Senate pass it. On May 25, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 16, 2011, as Chapter 200. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
