The Story

It was introduced on January 6, 2011 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 3, 2011. The committee held a work session on March 9, 2011. The committee met in executive session on March 9, 2011 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 9–6. The report was placed on the regular calendar. On March 15, 2011 the House rejected a motion to kill it on a roll call 101–197. On March 15, 2011 the House voted to pass it on a roll call 219–79. On March 15, 2011 the House failed “Reconsideration (Rep C.McGuire)” on a division vote 59–240. It crossed to the Senate on March 23, 2011 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on May 12, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-2212s). The committee's amendment (2212s) was adopted on a voice vote on June 1, 2011, changing the text of the bill. On June 1, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 8, 2011 the House adopted “House Concurs with Senate AM 2212s (Rep C.McGuire)” on a voice vote. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 29, 2011, as Chapter 227. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
