The Story

It was introduced on January 6, 2011 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 24, 2011. The committee met in executive session on March 9, 2011 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 0674h), and the report was placed on the consent calendar. The committee's amendment (0674h) was adopted on a voice vote on March 15, 2011, changing the text of the bill. On March 15, 2011 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 23, 2011 and was referred to the Senate Commerce committee. The committee held a public hearing on April 6, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1493s). The committee's amendment (1493s) was adopted on a voice vote on April 27, 2011, changing the text of the bill. On April 27, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 1, 2011 the House adopted “House Non-Concurs with Senate AM #1493s and Req C of C (Rep Hunt)” on a voice vote. A committee of conference met on June 13, 2011 and June 15, 2011 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2405c) on a roll call 19–5. The House adopted the conference report (2405c) on a roll call 254–96. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor. It became law without the governor's signature on July 14, 2011, as Chapter 264. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
