It was introduced on January 6, 2011 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on March 3, 2011. The committee met in executive session on March 9, 2011 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 0774h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 15, 2011. The committee's amendment (0774h) was adopted on a voice vote on March 17, 2011, changing the text of the bill. A floor amendment (2011-0820h) was adopted on a voice vote on March 17, 2011, changing the text of the bill. On March 17, 2011 the House voted to pass it with changes on a division vote 185–88. It crossed to the Senate on March 23, 2011 and was referred to the Senate Commerce committee. The committee held a public hearing on April 12, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1587s). The committee's amendment (1587s) was adopted on a voice vote on May 4, 2011, changing the text of the bill. On May 4, 2011 the Senate voted to pass it with changes on a roll call 19–5, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On June 1, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 8, 2011 the House adopted “House Concurs with Senate AM 1587s (Rep Reagan)” on a voice vote. An enrolled bill amendment (2011-2409e) was adopted on June 22, 2011. These correct technical errors found after passage. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2409e) was adopted to correct technical errors found after passage. The governor signed it on July 5, 2011, making it Chapter 232 of the session laws.
