It was introduced on January 6, 2011 and referred to the House Judiciary committee. The committee held a public hearing on February 24, 2011. The committee voted unanimously, 13–0, to recommend that the House pass it with changes (amendment 0478h), and the report was placed on the consent calendar. The committee's amendment (0478h) was adopted on a voice vote on March 15, 2011, changing the text of the bill. On March 15, 2011 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 23, 2011 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 21, 2011. The committee recommended that the Senate pass it. On May 4, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 18, 2011 — the final check of the text before it goes to the governor. The governor signed it on May 31, 2011, making it Chapter 110 of the session laws.
