The Story

It was introduced on January 6, 2011 and referred to the House Transportation committee. The committee held a public hearing on March 1, 2011. The committee met in executive session on March 2, 2011 to vote on its recommendation. The committee voted unanimously, 13–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 15, 2011 the House voted to pass it on a voice vote. It crossed to the Senate on March 23, 2011 and was referred to the Senate Transportation committee. The committee held a public hearing on March 31, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1438s). On April 20, 2011 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Boutin. On April 27, 2011 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Rausch. The committee's amendment (1438s) was rejected on a voice vote on April 27, 2011. A floor amendment (2011-1542s), offered by Sen. Rausch, was adopted on a voice vote on April 27, 2011, changing the text of the bill. On April 27, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 18, 2011 the House adopted “House Concurs with Senate AM #1542s (Rep Packard)” on a voice vote. The bill was enrolled on June 1, 2011 — the final check of the text before it goes to the governor. The governor signed it on June 7, 2011, making it Chapter 136 of the session laws.
