- Status: Signed into law
- Term: 2011-2012
- House committee: Science, Technology and Energy

The Story
It was introduced on January 6, 2011 and referred to the House Science, Technology and Energy committee. The committee held public hearings on February 1, 2011 and February 22, 2011. The committee held a work session on March 3, 2011. The committee met in executive session on March 10, 2011 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0740h), and the report was placed on the consent calendar. The committee's amendment (0740h) was adopted on a voice vote on March 15, 2011, changing the text of the bill. On March 15, 2011 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 23, 2011 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 14, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1660s). The committee's amendment (1660s) was adopted on a voice vote on May 4, 2011, changing the text of the bill. On May 4, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 18, 2011 the House adopted “House Concurs with Senate AM #1660s (Rep J.Garrity)” on a voice vote. An enrolled bill amendment (2011-2120e) was adopted on June 1, 2011. These correct technical errors found after passage. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2120e) was adopted to correct technical errors found after passage. The governor signed it on June 14, 2011, making it Chapter 168 of the session laws.
