The Story

It was introduced on January 6, 2011 and referred to the House Special Committee on Education Funding Reform committee. The committee held a public hearing on February 11, 2011. The committee held a work session on February 18, 2011. The committee met in executive session on March 4, 2011 to vote on its recommendation. The committee voted 12–3 to recommend that the House pass it with changes (amendment 0593h), and the report was placed on the regular calendar. On March 16, 2011 the House adopted “Special Order to Mar 17 Business As Close to 10:00 AM As Possible (Rep Bettencourt)” on a voice vote. The committee's amendment (0593h) was adopted on a voice vote on March 17, 2011, changing the text of the bill. A floor amendment (2011-0846h) was adopted on a voice vote on March 17, 2011, changing the text of the bill. On March 17, 2011 the House voted to pass it with changes on a roll call 247–86. On March 17, 2011 the House failed “Reconsideration (Rep Bettencourt)” on a voice vote. It crossed to the Senate on March 30, 2011 and was referred to the Senate Finance committee. The committee held a public hearing on April 28, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-2023s). The committee's amendment (2023s) was adopted on a voice vote on May 25, 2011, changing the text of the bill. On May 25, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 1, 2011 the House adopted “House Non-Concurs with Senate AM #2023s(NT) and Req C of C (Rep L.Ober)” on a voice vote. A committee of conference met on June 13, 2011 and June 15, 2011 to try to settle the differences between the two chambers' versions of the bill. On June 22, 2011 the Senate adopted “that the Senate Rules be Suspended in order to allow HB 337-FN-L to be acted on as the Committee of Conference Report was signed after the Senate Deadline, 2/3 necessary” on a voice vote, on a motion by Sen. Bradley. The Senate adopted the conference report (2502c) on a voice vote. The House adopted the conference report (2502c) on a roll call 249–102. An enrolled bill amendment (2534e) was adopted on June 22, 2011. These correct technical errors found after passage. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2011-2534e) was adopted to correct technical errors found after passage. The governor signed it on July 13, 2011, making it Chapter 258 of the session laws.
