The Story
It was introduced on January 6, 2011 and referred to the House Judiciary committee. The committee held a public hearing on February 28, 2011. The committee met in executive session on March 1, 2011 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 0531h), and the minority recommended that the House kill it, by a vote of 12–4. The report was placed on the regular calendar. The committee's amendment (0531h) was adopted on a voice vote on March 16, 2011, changing the text of the bill. On March 16, 2011 the House voted to pass it with changes on a roll call 256–102. On March 16, 2011 the House failed “Reconsideration (Rep Bettencourt)” on a voice vote. It crossed to the Senate on March 23, 2011 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 21, 2011. The committee recommended that the Senate pass it. A floor amendment (2011-2052s), offered by Sen. Houde, was rejected on a roll call 8–16 on May 25, 2011. A floor amendment (2011-2170s), offered by Sen. Houde, was rejected on a roll call 9–15 on May 25, 2011. The governor vetoed it on June 15, 2011. The legislature can override a veto with a two-thirds vote in both chambers. On June 22, 2011 the House voted 266–102 to override the governor's veto on a roll call, meeting the two thirds threshold.
