It was introduced on January 5, 2011 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 18, 2011. The committee met in executive session on January 25, 2011 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 9, 2011 the House voted to pass it on a voice vote. On February 9, 2011 the bill was referred to the Executive Departments and Administration committee. The committee held a public hearing on March 1, 2011. The committee voted unanimously, 12–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 15, 2011 the House voted to pass it on a voice vote. It crossed to the Senate on March 30, 2011 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 28, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1635s). The committee's amendment (1635s) was adopted on a voice vote on May 4, 2011, changing the text of the bill. On May 4, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 18, 2011 the House adopted “House Concurs with Senate AM #1635s(NT)(Reps Haefner and C.McGuire)” on a voice vote. The bill was enrolled on June 1, 2011 — the final check of the text before it goes to the governor. The governor signed it on June 7, 2011, making it Chapter 132 of the session laws.
