The Story
It was introduced on January 6, 2011 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 8, 2011. The committee held work sessions on February 24, 2011 and February 28, 2011. The committee met in executive session on March 1, 2011 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0675h), and the report was placed on the consent calendar. The committee's amendment (0675h) was adopted on a voice vote on March 15, 2011, changing the text of the bill. On March 15, 2011 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 20, 2011 and was referred to the Senate Commerce committee. The committee held a public hearing on May 3, 2011. The committee recommended that the Senate pass it. On May 11, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. An enrolled bill amendment (1986e) was adopted on May 25, 2011. These correct technical errors found after passage. The bill was enrolled on June 1, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2011-1986e) was adopted to correct technical errors found after passage. It became law without the governor's signature on June 14, 2011, as Chapter 160. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
