On March 17, 2011 the House failed “Call on Speaker to Vote (Rep Soltani)” on a division vote 56–209. On March 17, 2011 the House voted to pass it with changes on a roll call 216–51. It crossed to the Senate on March 23, 2011 and was referred to the Senate Commerce committee. The committee held a public hearing on March 29, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1581s). The committee's amendment (1581s) was adopted on a voice vote on May 4, 2011, changing the text of the bill. On May 25, 2011 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Prescott. A committee of conference met on June 8, 2011 and June 14, 2011 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2380c) on a voice vote. The House adopted the conference report (2380c) on a voice vote. An enrolled bill amendment (2531e) was adopted on June 22, 2011. These correct technical errors found after passage. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2011-2531e) was adopted to correct technical errors found after passage. The governor signed it on July 13, 2011, making it Chapter 254 of the session laws.
