The Story

It was introduced on January 6, 2011 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 22, 2011. The committee held a work session on February 28, 2011. The committee met in executive session on March 9, 2011 to vote on its recommendation. The committee voted 15–2 to recommend that the House pass it with changes (amendment 0738h), and the report was placed on the consent calendar. The committee's amendment (0738h) was adopted on a voice vote on March 15, 2011, changing the text of the bill. On March 15, 2011 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 20, 2011 and was referred to the Senate Commerce committee. The committee held a public hearing on May 3, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1834s). The committee's amendment (1834s) was adopted on a voice vote on May 18, 2011, changing the text of the bill. A floor amendment (2011-1914s), offered by Sen. Houde, was adopted on a roll call 20–4 on May 18, 2011, changing the text of the bill. A floor amendment (2011-2000s), offered by Sen. Merrill, was adopted on a roll call 17–7 on May 18, 2011, changing the text of the bill. On May 18, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 1, 2011 the House adopted “House Non-Concurs with Senate AM #1834s, #1914s, and #2000s and Req C of C (Rep Hunt)” on a voice vote. A committee of conference met on June 13, 2011 and June 15, 2011 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2475c) on a voice vote. The House adopted the conference report (2475c) on a voice vote. An enrolled bill amendment (2528e) was adopted on a voice vote on June 22, 2011. These correct technical errors found after passage. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2011-2528e) was adopted to correct technical errors found after passage. It became law without the governor's signature on July 14, 2011, as Chapter 263. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
