HB 218 (2011)

relative to the New Hampshire rail transit authority.

  • Status: Vetoed, override failed
  • Term: 2011-2012
  • House committee: Transportation
  • Senate committee: Transportation
  • Subject: Transportation and Highways

The Story

It was introduced on January 6, 2011 and referred to the House Transportation committee. The committee held a public hearing on February 1, 2011. The committee met in executive session on February 16, 2011 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–5. The report was placed on the regular calendar. On March 17, 2011 the House voted to pass it on a roll call 190–119. It crossed to the Senate on March 23, 2011 and was referred to the Senate Transportation committee. The committee held a public hearing on March 31, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1773s). The committee's amendment (1773s) was adopted on a roll call 15–9 on May 11, 2011, changing the text of the bill. A floor amendment (2011-1856s), offered by Sen. Lambert, was rejected on a roll call 9–15 on May 11, 2011. On May 11, 2011 the Senate voted to pass it with changes on a roll call 16–8 and ordered it to a third reading. On June 1, 2011 the House adopted “House Concurs with Senate AM #1773s(NT) (Rep Packard)” on a voice vote. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor. The governor vetoed it on June 15, 2011. The legislature can override a veto with a two-thirds vote in both chambers. On January 4, 2012 the House voted 231–128 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
