The Story
It was introduced on January 6, 2011 and referred to the House Ways and Means committee. The committee held a public hearing on February 3, 2011. The committee met in executive session on February 16, 2011 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 14–4. The report was placed on the regular calendar. On February 23, 2011 the House voted to pass it on a roll call 231–60. It crossed to the Senate on March 9, 2011 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 5, 2011. The committee recommended that the Senate pass it. On April 27, 2011 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 18, 2011 the Senate adopted the motion that it ought to pass on a voice vote, but its third reading was left pending. On May 18, 2011 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Morse. On June 1, 2011 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. White. On June 1, 2011 the Senate adopted “Reconsideration” on a voice vote, on a motion by Sen. Sanborn. A floor amendment (2011-2267s), offered by Sen. Sanborn, was adopted on a roll call 24–0 on June 1, 2011, changing the text of the bill. On June 1, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 8, 2011 the House adopted “House Concurs with Senate AM 2267s (Rep Stepanek)” on a roll call 265–94. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 29, 2011, as Chapter 225. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
