The Story
It was introduced on January 6, 2011 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on February 1, 2011. The committee met in executive session on February 8, 2011 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 13–4. The report was placed on the regular calendar. A floor amendment (2011-0325h) was adopted on a roll call 314–52 on February 15, 2011, changing the text of the bill. On February 15, 2011 the House adopted “Reconsideration (Rep Daniels)” on a division vote 250–116. A floor amendment (0325h) was rejected on a roll call 118–251 on February 15, 2011. On February 15, 2011 the House voted to pass it on a voice vote. It crossed to the Senate on March 16, 2011 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 29, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1360s). The committee's amendment (1360s) was rejected on a roll call 7–17 on April 13, 2011. On April 13, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on April 27, 2011 — the final check of the text before it goes to the governor. The governor signed it on May 9, 2011, making it Chapter 45 of the session laws.
