The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 23, 2011 the House voted to pass it on a voice vote. It crossed to the Senate on February 23, 2011 and was referred to the Senate Education committee. The committee held a public hearing on March 29, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-2160s). On June 1, 2011 the Senate voted to lay it on the table on a roll call 14–10, on a motion by Sen. Stiles. The bill died on the table when the session ended on September 7, 2011, having been set aside and never taken back up.
