The Story
It was introduced on January 6, 2011 and referred to the House Education committee. The committee held a public hearing on January 18, 2011. The committee met in executive session on February 1, 2011 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 9, 2011. On February 9, 2011 the House voted to pass it on a division vote 349–21. It crossed to the Senate on February 23, 2011 and was referred to the Senate Education committee. The committee held a public hearing on March 29, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-2162s). The committee's amendment (2162s) was adopted on a voice vote on June 1, 2011, changing the text of the bill. On June 1, 2011 the Senate adopted “Suspend Rule 3-7 to Allow Non-Germane Amendment 2232s, 2/3 necessary” on a voice vote, on a motion by Sen. Larsen. A floor amendment (2011-2232s), offered by Sen. Larsen, was adopted on a voice vote on June 1, 2011, changing the text of the bill. On June 1, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 8, 2011 the House adopted “House Concurs with Senate AM 2162s(NT), 2232s(NT) (Rep Balboni)” on a voice vote. An enrolled bill amendment (2011-2517e) was adopted on June 22, 2011. These correct technical errors found after passage. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2517e) was adopted to correct technical errors found after passage. The governor signed it on July 13, 2011, making it Chapter 255 of the session laws.
