The Story

On March 2, 2011 the House adopted “Late Drafting and Introduction Approved by House” on a voice vote. It was introduced on March 2, 2011 and referred to the House Finance committee. The committee held a public hearing on March 10, 2011. The committee met in executive session on March 21, 2011, March 22, 2011 and March 24, 2011. The majority recommended that the House pass it with changes (amendment 1172h), and the minority recommended that the House kill it, by a vote of 18–7. The report was placed on the regular calendar. On March 30, 2011 the House adopted “Special Order to End of Regular Calendar Beginning With HB2 (Rep Bettencourt)” on a voice vote. The committee's amendment (1172h) was adopted on a voice vote on March 31, 2011, changing the text of the bill. On March 31, 2011 the House took up 15 floor amendments and rejected the rest: 2011-1250h (94–255), 2011-1237h (105–234), 2011-1246h (97–243), 2011-1248h (111–243), 2011-1249h (107–243), 2011-1253h (111–239), 2011-1254h (123–228), 2011-1255h (105–244), 2011-1256h (133–212), 2011-1257h (134–223), 2011-1258h (112–240), 2011-1261h (106–251), 2011-1321h (107–254) and 2011-1322h (106–249). Amendment 2011-1306h was withdrawn. On March 31, 2011 the House voted to pass it with changes on a roll call 243–124. On March 31, 2011 the House failed “Reconsideration (Rep Jasper)” on a division vote 104–260. It crossed to the Senate and was referred to the Senate Finance committee. The committee held a public hearing on April 21, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-2213s). On June 1, 2011 the Senate adopted “Special Ordered to the beginning of the Calendar, Without Objection”. The committee recommended that the Senate pass it with changes. The committee's amendment (2213s) was adopted on a voice vote on June 1, 2011, changing the text of the bill. A floor amendment (2011-2241s), offered by Sen. D’Allesandro, was rejected on a roll call 5–19 on June 1, 2011. A floor amendment (2011-2245s), offered by Sen. D’Allesandro, was rejected on a roll call 6–18 on June 1, 2011. A floor amendment (2011-2244s), offered by Sen. Larsen, was rejected on a roll call 6–18 on June 1, 2011. On June 1, 2011 the Senate voted to pass it with changes on a roll call 19–5 and ordered it to a third reading. On June 1, 2011 the House adopted “House Non-Concurs with Senate AM #2213s and Requests C of C (Rep Chandler)” on a voice vote. A committee of conference met on June 9, 2011, June 12, 2011, June 13, 2011, June 14, 2011, June 15, 2011 and June 16, 2011 to try to settle the differences between the two chambers' versions of the bill. On June 22, 2011 the Senate adopted “that the Senate Rules be Suspended in order to allow HB 1-A to be acted on as the Committee of Conference Report was signed after the Senate Deadline, 2/3 necessary” on a voice vote, on a motion by Sen. Bradley. The Senate adopted the conference report (2512c) on a roll call 19–5. The House adopted the conference report (2512c) on a roll call 274–108. An enrolled bill amendment (2522e) was adopted on a voice vote on June 22, 2011. These correct technical errors found after passage. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2011-2522e) was adopted to correct technical errors found after passage. It became law without the governor's signature on June 29, 2011, as Chapter 223. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
