It crossed to the House on February 17, 2010 and was referred to the House Environment and Agriculture committee. The committee held a public hearing on April 13, 2010. The committee met in executive session on April 20, 2010 to vote on its recommendation. The committee voted unanimously, 11–0, to recommend that the House pass it, and the report was placed on the regular calendar. On April 28, 2010 the House voted to pass it on a voice vote.
