On April 8, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 9, 2009 and was referred to the House Education committee. The committee held public hearings on April 28, 2009 and April 29, 2009. The committee met in executive session on April 29, 2009 to vote on its recommendation. The committee held work sessions on May 5, 2009 and May 13, 2009. The committee met in executive session on May 20, 2009 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on October 14, 2009. The committee met in executive session on November 19, 2009 to vote on its recommendation. The committee voted 10–5 to recommend that the House pass it with changes (amendment 2418h). On May 19, 2010 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Kelly. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 20, 2010, making it Chapter 327 of the session laws.
