The Story

It was introduced on January 27, 2010 and referred to the Senate Executive Departments and Administration committee. The committee held public hearings on February 16, 2010 and March 2, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (0879s) was adopted on a voice vote on March 10, 2010, changing the text of the bill. On March 10, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 17, 2010 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 30, 2010. The committee held work sessions on April 1, 2010, April 8, 2010, April 14, 2010, April 20, 2010, April 27, 2010 and April 29, 2010. The committee met in executive session on May 4, 2010 to vote on its recommendation. The majority recommended that the House pass it (amendment 1817h), and the minority recommended that the House pass it with changes (amendment 1788h), by a vote of 14–5. The report was placed on the regular calendar. The committee's amendment (1817h) was adopted on a voice vote on May 13, 2010, changing the text of the bill. The committee's amendment (1788h) was rejected on a division vote 127–153 on May 13, 2010. On May 13, 2010 the House voted to pass it on a roll call 185–100. On May 19, 2010 the Senate adopted “Sen. Cilley Concurs with House Amendment 1817h, NT” on a voice vote. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2355) was adopted to correct technical errors found after passage. The governor signed it on July 20, 2010, making it Chapter 360 of the session laws.
