SB 491 (2010)

relative to in-state preferences on state vendor contracts and criteria for debarment of vendors.

  • Status: Signed into law
  • Term: 2009-2010
  • House committee: Executive Departments and Administration
  • Senate committee: Executive Departments and Administration
  • Subject: Miscellaneous
  • Chapter law: 355

The Story

It was introduced on January 27, 2010 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 16, 2010. The committee recommended that the Senate pass it. On March 3, 2010 the Senate voted to pass it on a roll call 24–0 and ordered it to a third reading. It crossed to the House on March 11, 2010 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 23, 2010. The committee held work sessions on April 1, 2010, April 8, 2010, April 14, 2010 and April 20, 2010. The committee met in executive session on April 27, 2010 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 1452h), and the report was placed on the consent calendar. The committee's amendment (1452h) was adopted on a voice vote on May 12, 2010, changing the text of the bill. On May 12, 2010 the House voted to pass it with changes on a voice vote. On May 19, 2010 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Cilley. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 25, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 20, 2010, making it Chapter 355 of the session laws.
