The committee recommended that the Senate pass it with changes. The committee's amendment (0911s) was adopted on a voice vote on March 10, 2010, changing the text of the bill. On March 10, 2010 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes. The committee's amendment (1130s) was adopted on a voice vote on March 24, 2010, changing the text of the bill. On March 24, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 24, 2010 and was referred to the House Education committee. The committee held a public hearing on April 6, 2010. The committee held work sessions on April 7, 2010 and April 13, 2010. The committee met in executive session on April 14, 2010 to vote on its recommendation. The majority recommended that the House pass it (amendment 1386h), and the minority recommended that the House kill it, by a vote of 12–4. The report was placed on the regular calendar. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 24, 2010 and May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 1, 2010, making it Chapter 246 of the session laws.
