The Story

It was introduced on January 21, 2010 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 16, 2010. The committee recommended that the Senate pass it. On March 3, 2010 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes. The committee's amendment (1129s) was adopted on a voice vote on March 24, 2010, changing the text of the bill. On March 24, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 24, 2010 and was referred to the House Finance committee. The committee held a public hearing on April 13, 2010. The committee held work sessions on April 22, 2010 and April 26, 2010. The committee met in executive session on April 27, 2010, May 4, 2010 and May 6, 2010. The committee voted 14–10 to recommend that the House pass it with changes (amendment 1907h), and the report was placed on the regular calendar. The committee's amendment (1907h) was adopted on a division vote 194–112 on May 12, 2010, changing the text of the bill. On May 12, 2010 the House voted to pass it with changes on a division vote 187–121. On May 19, 2010 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Cilley. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 25, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2422) was adopted to correct technical errors found after passage. The governor signed it on July 1, 2010, making it Chapter 245 of the session laws.
