- Term: 2009-2010

The Story
It was introduced on January 13, 2010 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 9, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (0884s) was adopted on a voice vote on March 10, 2010, changing the text of the bill. On March 10, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 17, 2010 and was referred to the House Executive Departments and Administration committee. The House withdrew that referral and sent the bill to the Science, Technology and Energy committee instead. The committee held a public hearing on March 30, 2010. The committee met in executive session on April 13, 2010 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. On April 21, 2010 the House voted to pass it on a voice vote. An enrolled bill amendment (1580) was adopted on April 28, 2010. These correct technical errors found after passage. The bill was enrolled on May 12, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1580) was adopted to correct technical errors found after passage. The governor signed it on June 17, 2010, making it Chapter 167 of the session laws.
