The Story
It was introduced on January 6, 2010 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 8, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1115s) was adopted on a voice vote on March 24, 2010, changing the text of the bill. On March 24, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 24, 2010 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 8, 2010. The committee met in executive session on April 13, 2010 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 1309h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on April 21, 2010. The committee's amendment (1309h) was rejected on a voice vote on April 21, 2010. A floor amendment (1497h) was adopted on a voice vote on April 21, 2010, changing the text of the bill. On April 21, 2010 the House voted to pass it with changes on a voice vote. On May 19, 2010 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Cilley. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 25, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor vetoed it on July 20, 2010. The legislature can override a veto with a two-thirds vote in both chambers. On October 13, 2010 the Senate voted 0–24 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
