The Story
It was introduced on January 8, 2009 and referred to the Senate Energy, Environment and Economic Development committee. The committee held a public hearing on March 12, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (0770s) was adopted on a voice vote on March 18, 2009, changing the text of the bill. On March 18, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Ways and Means committee. The committee held a public hearing on April 15, 2009. The committee held work sessions on April 28, 2009, May 13, 2009 and May 19, 2009. The committee met in executive session on May 19, 2009 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on November 10, 2009. The committee met in executive session on November 18, 2009 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it with changes (amendment 1669h), by a vote of 11–7. On January 13, 2010 the House voted to kill it on a voice vote.
