The Story
It was introduced on January 6, 2010 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 19, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (0826s) was adopted on a voice vote on March 3, 2010, changing the text of the bill. On March 3, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 11, 2010 and was referred to the House Executive Departments and Administration committee. The House withdrew that referral and sent the bill to the Science, Technology and Energy committee instead. The committee held a public hearing on April 1, 2010. The committee held a public hearing on April 29, 2010 on a proposed non-germane amendment. The committee held a work session on May 4, 2010. The committee met in executive session on May 4, 2010 to vote on its recommendation. The committee voted 14–1 to recommend that the House pass it with changes (amendment 1858h), and the report was placed on the consent calendar. The committee's amendment (1858h) was adopted on a voice vote on May 12, 2010, changing the text of the bill. On May 12, 2010 the House voted to pass it with changes on a voice vote. On May 19, 2010 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Cilley. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 24, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 20, 2010, making it Chapter 350 of the session laws.
