relative to permitting of large groundwater withdrawals.
- Status: Signed into law
- Term: 2009-2010
- House committee: Resources, Recreation and Development
- Senate committee: Energy, Environment and Economic Development
- Subject: Environment - Administration
- Chapter law: 348
The Story
It was introduced on January 6, 2010 and referred to the Senate Energy, Environment and Economic Development committee. The committee held a public hearing on February 4, 2010. The committee recommended that the Senate pass it. On February 10, 2010 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 17, 2010 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on April 6, 2010. The committee met in executive session on April 13, 2010 to vote on its recommendation. The majority recommended that the House pass it (amendment 1348h), and the minority recommended that the House kill it, by a vote of 16–3. The report was placed on the regular calendar. The committee's amendment (1348h) was adopted on a division vote 165–128 on April 21, 2010, changing the text of the bill. On April 21, 2010 the House voted to pass it on a division vote 182–113. On May 19, 2010 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Fuller Clark. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 25, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 20, 2010, making it Chapter 348 of the session laws.
