The Story

It was introduced on January 6, 2010 and referred to the Senate Finance committee. The committee held a public hearing on January 20, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1132s) was adopted on a voice vote on March 24, 2010, changing the text of the bill. A floor amendment (1163s), offered by Sen. D'Allesandro, was adopted on a voice vote on March 24, 2010, changing the text of the bill. On March 24, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 24, 2010 and was referred to the House Finance committee. The committee held a public hearing on April 13, 2010. The committee held work sessions on April 22, 2010, April 26, 2010 and April 27, 2010. The committee met in executive session on April 27, 2010 to vote on its recommendation. The committee voted 16–1 to recommend that the House pass it with changes (amendment 1680h), and the report was placed on the consent calendar. The committee's amendment (1680h) was adopted on a voice vote on May 5, 2010, changing the text of the bill. On May 5, 2010 the House voted to pass it with changes on a voice vote. On May 19, 2010 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. D'Allesandro. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 1, 2010, making it Chapter 241 of the session laws.
