The Story
It was introduced on January 6, 2010 and referred to the Senate Energy, Environment and Economic Development committee. The committee held a public hearing on January 20, 2010. The committee recommended that the Senate pass it. A floor amendment (0592s), offered by Sen. Janeway, was adopted on a voice vote on February 10, 2010, changing the text of the bill. On February 10, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on February 17, 2010 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on March 16, 2010. The committee held work sessions on April 6, 2010 and April 7, 2010. The committee met in executive session on April 13, 2010 to vote on its recommendation. The committee voted 16–3 to recommend that the House pass it (amendment 1328h), and the report was placed on the regular calendar. The committee's amendment (1328h) was adopted on a voice vote on April 21, 2010, changing the text of the bill. On April 21, 2010 the House voted to pass it on a voice vote. On April 21, 2010 the bill was referred to the Ways and Means committee. The committee held work sessions on April 27, 2010 and May 3, 2010. The committee met in executive session on May 6, 2010 to vote on its recommendation. The minority of the committee recommended that the House kill it. A floor amendment (1937h) was adopted on a voice vote on May 12, 2010, changing the text of the bill. On May 12, 2010 the House voted to pass it on a roll call 169–143. On May 19, 2010 the Senate adopted “Sen. Fuller Clark Concurs with House Amendments 1328h, NT, 1937h” on a voice vote. An enrolled bill amendment (2306) was adopted on May 19, 2010. These correct technical errors found after passage. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2306) was adopted to correct technical errors found after passage. The governor signed it on July 20, 2010, making it Chapter 343 of the session laws.
