It was introduced on January 6, 2010 and referred to the Senate Transportation and Interstate Cooperation committee. The committee held a public hearing on January 14, 2010. On January 21, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on February 17, 2010 and was referred to the House Transportation committee. The committee held a public hearing on March 16, 2010. The committee met in executive session on March 23, 2010 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it, and the report was placed on the consent calendar. On April 14, 2010 the House voted to pass it on a voice vote. The bill was enrolled on April 28, 2010 — the final check of the text before it goes to the governor. The governor signed it on May 18, 2010, making it Chapter 42 of the session laws.
