The committee recommended that the Senate pass it with changes. The committee's amendment (1119s) was adopted on a voice vote on March 24, 2010, changing the text of the bill. On March 24, 2010 the Senate adopted “Sen. Bragdon Floor Amendment 1168s, NT” on a roll call 15–8. On March 24, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 24, 2010 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 13, 2010. The committee held a work session on April 20, 2010. The committee met in executive session on April 27, 2010 to vote on its recommendation. The committee voted 16–2 to recommend that the House kill it, and the report was placed on the regular calendar. On May 5, 2010 the House voted to kill it on a voice vote.
