The Story
It was introduced on January 6, 2010 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 19, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1064s) was adopted on a voice vote on March 24, 2010, changing the text of the bill. On March 24, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 24, 2010 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 13, 2010. The committee held work sessions on April 22, 2010 and May 3, 2010. The committee met in executive session on May 4, 2010 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 1804h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 12, 2010. The committee's amendment (1804h) was adopted on a division vote 181–63 on May 13, 2010, changing the text of the bill. On May 13, 2010 the House voted to pass it on a division vote 204–45. On May 19, 2010 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Cilley. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 24, 2010 and May 26, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2429) was adopted to correct technical errors found after passage. The governor signed it on July 26, 2010, making it Chapter 374 of the session laws.
