It was introduced on January 6, 2010 and referred to the Senate Health and Human Services committee. The committee held a public hearing on February 2, 2010. It crossed to the House on February 17, 2010 and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on March 16, 2010. The committee met in executive session on March 23, 2010 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it, and the report was placed on the consent calendar. On April 14, 2010 the House voted to pass it on a voice vote. The bill was enrolled on April 21, 2010 — the final check of the text before it goes to the governor. The governor signed it on May 18, 2010, making it Chapter 34 of the session laws.
