The committee met in executive session on March 23, 2010 to vote on its recommendation. On May 19, 2010 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Letourneau. On May 19, 2010 the House adopted “House Accedes to Request for Comm of Conf (Rep Hess)” on a voice vote. A committee of conference met on May 25, 2010 to try to settle the differences between the two chambers' versions of the bill. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 20, 2010, making it Chapter 332 of the session laws.
