The Story
It was introduced on January 8, 2009 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on February 11, 2009. The committee recommended that the Senate pass it with changes. The committee's amendment (1191s) was adopted on a voice vote on April 8, 2009, changing the text of the bill. On April 8, 2009 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 9, 2009 and was referred to the House Environment and Agriculture committee. The committee held a public hearing on April 23, 2009. The committee held work sessions on April 30, 2009 and May 5, 2009. The committee met in executive session on May 14, 2009 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 2, 2009, June 30, 2009, September 15, 2009 and September 29, 2009. The committee met in executive session on November 17, 2009 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 2392h). The committee's amendment (2392h) was adopted on a voice vote on January 6, 2010, changing the text of the bill. On January 6, 2010 the House voted to pass it with changes on a voice vote. On May 19, 2010 the Senate adopted “Sen. DeVries Concurs with House Amendment 2392h” on a voice vote. The bill was enrolled on June 2, 2010 — the final check of the text before it goes to the governor. The governor signed it on July 1, 2010, making it Chapter 238 of the session laws.
