The Story
It was introduced on January 8, 2009 and referred to the House Education committee. The committee held a public hearing on February 17, 2009. The committee met in executive session on March 5, 2009 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on October 14, 2009. The committee met in executive session on November 19, 2009 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it (amendment 2523h). The committee's amendment (2523h) was adopted on a voice vote on January 6, 2010, changing the text of the bill. On January 6, 2010 the House voted to pass it on a voice vote. It crossed to the Senate on March 3, 2010 and was referred to the Senate Education committee. The committee held a public hearing on March 16, 2010. The committee recommended that the Senate pass it with changes. The committee's amendment (1254s) was adopted on a voice vote on April 7, 2010, changing the text of the bill. On April 7, 2010 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 14, 2010 the House adopted “House Concurs with Senate Amendment #1254s (New Title) (Rep Rous)” on a voice vote. The bill was enrolled on April 14, 2010 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1391) was adopted to correct technical errors found after passage. The governor signed it on April 19, 2010, making it Chapter 5 of the session laws.
